Langlib remake/port

[Omega_K2]

I made a port/SP version of langlib, can be included with SP freely if you want to :P

Difference to the original:
- Cleaned up..
- Uses logging
- Should return a translation in most cases:
--- Warning message if the translation ID was not found, returns translation ID
--- Warning message if subtitution failed, returns the unformatted string

Oh also, it requires the ES deflangs.ini in UTF-8 format:
